Certificate of Authorization or Waiver (COA)
The certificate of authorization or wavier (COA) is a certificate issued by the Federal Aviation Administration (FAA) that grants permission to a public entity to operate unmanned aircraft systems (UAS) in the National Airspace System (NAS). The COA waives the need for a public entity to obtain an airworthiness certificate (or special airworthiness certificate for experimental aircraft) to operate an unmanned aircraft. The COA only applies to public entities, e.g., agents of federal or state governments. Several COAs have been issued to Mississippi State University through the efforts of the Raspet Flight Research Laboratory.
